
Colorado May Legalize Casino Gambling in Another City
Unlike a state like Nevada that has gambling not just in casinos, but in gas stations and other businesses, casino games are only legal in a handful of towns in Colorado, including Cripple Creek, Black Hawk, and Central City.

However, one city’s mayor is exploring the possibility of turning another Colorado city into a casino town in an attempt to revitalize the city’s downtown area.
Will Pueblo Become Colorado’s Next Gambling Town?
Pueblo, Colorado, was once the largest city in Colorado, but in recent years, it has seen a decline in safety, the economy, and the overall vibrancy of the downtown area.
Numerous businesses have closed, storefronts remain vacant, and with the exception of the Pueblo Riverwalk and a handful of restaurants and stores, there isn’t a ton of activity downtown.
However, on a recent episode of Pueblo mayor Heather Graham’s podcast ‘The Mayor’s Mixtape,’ Graham suggested that Pueblo become the next city to legalize casino gambling.
Graham did point out that her goal isn’t to make Pueblo a “casino city,” but she did suggest that opening as many as five casinos in downtown Pueblo to revitalize the area and promote tourism and nightlife.
The podcast, which was released on Tuesday, February 3, 2026, featured a conversation between Mayor Graham and a city council member by the name of Brett Boston.

Graham made the following statement regarding the idea:
"The City of Pueblo is open for business, and we are definitely looking for new opportunities to diversify our revenue. I'm happy to hear that members of City Council like Councilor Boston are looking to attract new businesses, increase tourism and utilize our already vibrant amenities here in Pueblo which then could potentially support legalized gambling,"
