According to Colorado Rev. Stat. § 25-4-2101 to 2103, anyone in Colorado wanting a tattoo must be at least 18 years old. Anyone under the age of 18 must present permission in writing from a parent or guardian, with most places also requiring that parent or guardian to accompany anyone under the age of 18.
