According to the story staff had to put together this issue from a makeshift newsroom after their offices lost power during Hurricane Sandy.

The cover features a striking photo Manhattan lit up at night, with the bottom half of the island in darkness. . . The editor's note said the photo showing all of lower Manhattan without power was the clear choice for the cover, "for the way it fit with the bigger story we have tried to tell here about a powerful city rendered powerless."

I'd agree, it's very impact-full.
