According to Wikipedia, its origins come from a publicity campaign by 'Sky Travel', claiming this particular day to be the most depressing day of the year.

According to a press release by an undisclosed mental health charity, the formula for establishing the date for "Blue Monday" comes from the following formula:

[Weather + "D" (undefined) - Debt] X the amount of time since Christmas multiplied by the number of times since falling off New Year's resolutions, divided by low motivation levels X feeling the need to take action.
