More Grand Junction Alien Signs?

Now, remember I am only a few months into my Wisconsin to Grand Junction move. So, I do not know all the ways and wonders of this beautiful area. But, that's why I need your help.I am walking downtown GJ the other evening and had come across these. Somewhere around 6th and Main.

First thought? Aliens again. It's some sort of pod left here by earlier inhabitants. Second thought? Ashtray. Trying to keep downtown clean. https://youtu.be/nvPm4a7GlOw Third? Possibly a garbage can. See above reason. Fourth?  A burn barrel? Wait, that's not right. Bird house? It couldn't be some of these because I went to check the lids and they are bolted shut. I'm stumped. So, if you could keep the name calling to a minimum and help me out that would be appreciated. What are these? Remember the saying, you should strive to learn something new EVERY day. That's what I am doing. Are there other Grand Junction 'things' that you do not know what or why they are there?
